Irena Grujić, President of the Republic Commission for the Protection of Rights in Public Procurement Procedures, and Jasmina Milenković, Assistant Secretary of the Republic Commission, participated in a study visit to Poland from 20 to 22 October 2026. The visit aimed to facilitate the exchange of experiences and provide insights into the institutional arrangements and practical approaches applied within Poland’s public procurement system.

A key part of the programme focused on legal remedies in public procurement and the exchange of experiences with representatives of Poland’s National Appeals Chamber (Krajowa Izba Odwoławcza – KIO).

During the meeting, KIO President Jan Kuzawiński and Vice-President Anna Kuszel-Kowalczyk presented the Chamber’s organisation, responsibilities and working practices, highlighting its central role in Poland’s public procurement remedies system.

Discussions addressed the challenges faced by institutions responsible for reviewing public procurement appeals, particularly in the context of increasing caseloads. According to information presented during the meeting, the number of appeals submitted to KIO increased from slightly fewer than 3,000 in 2017 to approximately 6,000 in 2025, while the number of Chamber members has not increased proportionately.

Against this background, participants exchanged experiences concerning work organisation, procedural efficiency and opportunities to improve existing practices. The potential use of artificial intelligence tools was also discussed. According to information shared during the meeting, such tools have not yet been introduced into KIO’s work.

Representatives of the Republic Commission presented Serbia’s public procurement remedies system, sharing practical experiences and challenges encountered in its implementation. The exchange provided an opportunity to explore similarities and differences between the two systems and consider approaches that could contribute to further improving the efficiency and quality of legal protection in public procurement.

The study visit also included meetings with representatives of Poland’s Public Procurement Office, the Ministry of Development Funds and Regional Policy, and the Supreme Audit Office. The three-day programme covered the legal and institutional framework for public procurement, electronic procurement and digitalisation, public procurement monitoring and control, as well as systems for managing and controlling public funds.

Bringing together representatives of key Serbian institutions involved in public procurement, the visit provided an opportunity for direct exchanges with Polish counterparts on practical approaches and challenges related to the implementation of public procurement legislation.

The study visit was supported by the EU-funded Public Finance Management Facility project, implemented by the United Nations Development Programme (UNDP).
