As a part of planned activities for the year 2019 and within framework of permanent cooperation with the Republic Commission for Protection of Rights in Public Procurement Procedures (in further text: Republic Commission), on 7th February 2019 the SIGMA/OECD initiative, in the premises of Republic Commission, organised the workshop “E -appeal, practice in Croatia and Romania”. The workshop was attended both by Members of Republic Commission and the employees in the Service of Republic Commission.

Erika Bozzay, senior adviser for public procurement, addressed the participants by an introductory speech, on behalf of the SIGMA/OECD initiative.

Silviu-Cristian Popa, President of the Romanian National Council for Solving Complaints was talking about organization and peculiarities of the Romanian system of legal remedies in the area of public procurement. Other than that, Mr Popa put an emphasis in his presentation on the functioning of the national e-procurement Portal, as well as on practical examples based on national experience acquired through process of implementation of European Union Directives on public procurement.

Zoran Blažević, the SIGMA expert, was talking about  practical issues of the submission of e -appeals  in Croatia, as well as about e-procurement system in general. Particular emphasis in his presentation, he put on the following topics: segments of the submission of e-appeals, formalism vs efficiency, e-appeal and changes in the appeal practice, as well as concrete challenges the State Commission for Supervision of Public Procurement Procedures of the Republic of Croatia was facing with during the implementation of this system.
